Ordering Instructions

Agencies can work directly with contracted vendors or through the Contract Administrator to develop a Work Plan.

Agencies are required to complete a Work Plan for each order with approval prior to the start of services. The Work Plan requires the same approval as a standard contract for services (e.g. Agency Administrator, Deputy AG, CETS Entry, BOE/Clerk) based on the Work Plan value; and a Technology Investment Request (TIR) if applicable. The Work Plan does not require the standard contract document. Work Plan/Order must reference the vendor specific Master Agreement Number and CETS Number.

The Work Plan template and Cloud Checklist are located in the Solicitation Documents section.

The Work Plan must include (at a minimum):

  • Scope of Work
  • Consideration
  • Insurance risk lever for cyber liability (Low, Medium, or High)
  • TIR or Waiver, if applicable
  • Cloud Checklist
  • Approval in accordance with SAM Section 322, Subsection 1

Due to varying agency approval processes, you may be required to include a copy of the Participating Addendum with your work plan for approval. The vendor specific Participating Addenda are available for download below.

For CETS Entry, the contract type is “Other (include description)”, the contract type description is “MSA Work Plan”, and the purpose of contract should begin “This is a new Work Plan under Master Service Agreement contract #XXXXX which provides Cloud Services. This Work Plan is for …”
